Abstract:
To address issues such as fragmented linkages in provincial territorial spatial structures within the current national planning system, the absence of cross-regional coordination mechanisms, and the underutilization of strategic corridor functions, this study utilizes 31 provincial-level territorial spatial plans across China (excluding Hong Kong, Macao, and Taiwan) as the core data source. It constructs a technical framework comprising 'element identification, coordination measurement, and structural translation' to systematically organize the collaborative elements of provincial spatial development, and refines three types of national spatial development structures: strategic, balanced, and comprehensive. By combining status quo and planning policy analyses, it comprehensively analyzes the causes and optimization paths of inter-provincial structural discontinuities. This provides theoretical support and technical pathways for formulating the national spatial plan during the 15th Five-Year Plan period, implementing regional coordinated development strategies, and modernizing territorial spatial governance.
