生态产品价值实现与县域经济高质量发展耦合协调研究——以西安市为例

Research on the Coupling and Coordination of Ecological Product Value Realization and High-quality Development of County Economy: A Case Study of Xi'an City

  • 摘要: 为破解我国西部县域“生态富集但价值转化不足”的突出矛盾,推动生态产品价值实现与县域经济高质量发展协同共进,本文以陕西省西安市四区县2009-2024年面板数据为基础,构建涵盖生态产品供给、价值转化能力与经济发展质量的综合评价指标体系,综合运用熵值法、耦合协调度模型及障碍度模型进行实证分析。研究发现:1)生态产品价值实现系统与县域经济高质量发展系统的综合指数整体呈稳步上升趋势,但区域间发展不均衡、分化明显;2)四区县两系统耦合度长期维持在高水平,耦合协调度由勉强协调逐步提升至初级或中级协调阶段,呈现强耦合、慢协调特征;3)绿色专利授权数量不足、生态产业化机制不健全等构成共性障碍因子,同时各区县在资源禀赋、产业结构和制度环境等方面存在差异化制约因素。据此,建议立足区县生态与经济禀赋,实施分类引导、精准施策,强化科技创新支撑与制度创新,以有效打通“绿水青山”向“金山银山”的转化通道。

     

    Abstract: To address the persistent contradiction in western China's counties-where abundant ecological resources coexist with insufficient value conversion-this study investigates the synergistic advancement of ecological product value realization and high-quality county economic development. Using panel data from four districts and counties in Xi'an City, Shaanxi Province spanning 2009 to 2024, we construct an integrated evaluation index system encompassing ecological product supply, value conversion capacity, and economic development quality. The analysis employs the entropy weight method, coupling coordination degree model, and obstacle degree model. The findings reveal three key insights: 1) The composite indices of both systems exhibit a steady upward trend overall, yet significant regional disparities and uneven development persist. 2) All four counties maintain a high level of coupling (C≥ 0.94), with their coupling coordination degree progressively improving from marginal coordination to primary or intermediate coordination. 3) Common barriers include insufficient green patent authorizations and underdeveloped mechanisms for ecological industrialization, while differentiated constraints arise from variations in resource endowments, industrial structures, and institutional environments across counties. Based on these conclusions, the study recommends tailored policy interventions aligned with local ecological and economic characteristics, alongside strengthened technological innovation and institutional reform, to effectively unlock the transformation pathway from 'lucid waters and lush mountains' into 'mountains of gold and silver'.
