Abstract:
In the context of stock planning becoming the main theme of urban development, tapping the intrinsic value of industrial land and realizing the efficient allocation of resources is the key approach to promoting the redevelopment of inefficient industrial land and advancing the high-quality development of cities. Taking Jiangning District, Nanjing City, Jiangsu Province as a research sample, this study constructs a scientific and systematic evaluation index system for identifying inefficient industrial land from four dimensions: economic benefit output, enterprise category characteristics, land use intensity, and energy consumption efficiency. Targeting the contradiction between the development needs of strategic emerging industries such as smart grids and new energy vehicles and the utilization of existing industrial land, this system provides methodological support for the accurate identification of inefficient industrial land. Furthermore, combining the practical experience of Jiangning District, this study summarizes its institutional innovations and implementation strategies for the renewal of inefficient land. It aims to provide a replicable practical paradigm for similar cities to tap the potential of existing industrial land and optimize spatial resource allocation, as well as offer decision-making basis and theoretical reference for the highquality development of cities.
