Abstract:
The territorial spatial planning system aims to provide comprehensive coverage throughout China, yet planning and control of suburban areas remains a weak link in the system. This article seeks to analyze the problems currently faced in China regarding suburban area planning and control, which primarily include a weak control system, a focus on bottom-line protection at the ignorance of development, and uncoordinated management and control. To address these issues, this article proposes that a thorough analysis of the characteristics of suburban areas is needed, with particular attention paid to their complex spatial land-use patterns, scattered distribution, abundant natural and cultural landscapes, and high uncertainty in future development. In conjunction with a practical case study of the Xicheng District in Maoming City, a comprehensive and precise planning control model is proposed, which includes basic drawings, space control drawings, important region drawings, and beautiful countryside drawings.
