Abstract: The Fifth Plenary Session of the 19th CPC Central Committee pointed out that China has entered a new stage of development. Under the new era background of accurately grasping the new development stage, deeply implementing the new development concept and accelerating the construction of a new development pattern, the research of the index system of county-level land spatial planning can objectively evaluate the development basis and development level of the county in production, ecology and life. It helps to lead the county's resource environment, industrial development and urban construction to high-quality development, and then effectively play the basic and guarantee role of land and space planning. Through the analysis and research on the land spatial planning index system from multiple angles, this paper summarizes a set of research ideas, classification and guidance basis and methods for the preparation of county-level land spatial planning index system, so as to guide the preparation of county-level land spatial planning index system. It also proposes to classify and recommend indicators according to two indicator systems:the combination of main types and indicator importance, and the combination of development goal orientation and indicator importance, so as to provide support for the construction of countylevel territorial spatial planning indicator system.
