Abstract: The compilation and construction implementation process of rural planning should understand the adjustment of spatial layout and the adjustment of interest relations behind the implementation of the project construction at the implementation level of the rural revitalization strategy, and adopt an accompanying progressive approach to mobilize villagers and multiple external institutions and talents to build and reshape the collective capacity of the villages, so as to lay a good foundation for the sustainable improvement and development of the subsequent village collectives. This paper combines the case of Longwangmiao in Meilin Village, Xixiashu Town, Changzhou City to create a characteristic village of Jiangsu Province, adhering to the concept of accompanying progressive planning, summarizes the practical experience of the accompanying progressive construction planning and implementation from five aspects, including introducing wisdom and developing simultaneously to enhance the grass industry economy level and extend the industry model; guidance, control and liberalization are simultaneously built to create more design and construction pilot projects to expand the promotion and development of the investigation economy; encourage and reward to gradually mobilize more villagers to participate in courtyard farm house renovation and overall rural landscape shaping; explore low-efficiency land revitalization and build a platform to introduce development resources and jointly promote the development of the new rural economy; gradually explore typical cases from wet waste on-site fertilization to innovative organic planting and targeted poverty alleviation.
