Abstract: Beautiful Town is the main theme of small towns' construction in Zhejiang Province in the new era, and the all-round action to promote the integration of urban and rural areas. Local practice needs to break down the thinking pattern, work inertia and path dependence created by previous standards. The establishment of the implementation plan can be compared with the three levels of comprehensive evaluation index system at the provincial level, but it is necessary to implement the city examination model with the participation of social subjects. In particular, the common index should adhere to the problem-oriented, the individual index should emphasize the goal-oriented, and the satisfaction index should focus on the result-oriented. The arrangement of construction project needs to consider the space property right decentralization, the interest main body diversification and other reality restraints, and to pay attention to the goal setting dynamics, the project choice contracts, the factor disposition marketization, the performance appraisal socialization and other plan management transformation requests, in order to fully display the correction ability of both market and the society in the administrative decision.
