Abstract: The conservation and utilization of world heritages has been a subject of significance in the protective administration of world heritages and pertinent academic domains in recent years. In the first place, the principles of world natural heritage conservation were systematically sorted out in this article, and three gradients of methods for heritage exploitation were summarized and put forward, including demonstration and utilization of heritages, development of characteristic industry, and development with regional interaction. Taking Shigu Characteristic Town in Yulong County, Lijiang City, Yunnan Province as an example, the development routes of characteristic towns in the world natural heritage site were explored in this paper. In the programming practice of Shigu Characteristic Town, the cardinal principle of "integration layout of conservation and utilization" was established, and the scheming strategy of "four coordination" was implemented, including the coordination of the ecological conservation of "the First Bend of Yangtze River" and "Shigu Characteristic Town", coordination of the interactive development of " the First Bend of Yangtze River " and "Shigu Characteristic Town", coordination of inventory and incremental spacial features, and coordination of the inheritance and development of regional cultural protection. Under the premise of "authenticity and integrity "protection of natural heritage, through the use of three levels of heritage resources, so as to realize the the dual goals of scientific conservation and sustainable exploitation for the cultivation of Shigu national-level boutique tourism and leisure town and the First Bend of Yangtze River which is the landscape mark "Three Parallel Rivers" world geographical of natural heritage sites.
