A Preliminary Study on the Spatial Distribution Path of Rural Industry in Lake Area under the Coupling of ‘Ecology-Production-Season’: A Case Study of Juantou Township in the Xiong'an New Area

摘要: 本文因循中国传统“时节”中顺天应时、因时利节的思想，从“生态”和“生产”两条线索出发，探索了在易受人类活动影响而产生负面效应的生态敏感地区内，依据生态活动的时节变化规律对生态空间进行分时弹性管控，并以此为依据选择生产活动、限定产业空间、实现产业空间内部随时节转换的普适性框架。分时弹性管控拓展了生态空间的管控方法，同时分时的产业活动管理避免了对生产活动“一刀切”的极端保护结果，提供了平衡生态保护与产业发展的新思路。在此基础上，以河北省雄安新区白洋淀圈头乡为例进行应用，从生态管控和产业落实两方面落实，为同类型乡村生态、生产空间管控提供新思路。Abstract: This paper follows the traditional Chinese idea of ‘season’, and two clues of ‘ecological’ and ‘production’, setting in the ecological sensitive area to explore the framework which point out the time-sharing elastic and control of ecological space based on the law of seasonal changes, and the way to select production activities, defnes industrial space, realizes the transformation of industrial space with the seasons. Time-sharing elastic control expands the management method of ecological space, and meanwhile, it avoids the extreme protection result of ‘one size fts all’ for production activities, and provides a new idea to balance ecological protection and industrial development. On this basis, taking Baiyangdian Juantou Town in the Xiong'an New Area as an example for application, it is implemented from two aspects of ecological control and industrial implementation, providing new ideas for rural ecology and production space control of the same type.
