Assessment on the Medical and Health Facilities Configuration in Urban Fringe Based on AHP: Taking Yulin Town in Hohhot City as an Example

摘要: 城市边缘区是城市与乡村的过渡地带，人口、经济、用地和建成环境等均有别于城市或乡村，公共服务环境更为复杂，设施配置不均、建设标准缺失、服务资源浪费与缺位等现象同时存在。本文以内蒙古自治区呼和浩特市边缘区榆林镇为例，将可服务于该地区的城市核心区和边缘区医疗卫生设施作为研究对象，从居民角度出发，以实地调研、问卷调查和GIS空间分析为基础，以层次分析法构建基础建设、设施规模、服务能力和外部环境为指标的医疗卫生设施评价体系，解析影响其医疗卫生服务的相关要素，提出以满足居民需求为目的的城市边缘区医疗卫生设施差异化配置、保障机制等建议。Abstract: The Peri-urban area is a transitional zone between urban and rural areas. Population, economy, land use and built environment are different from urban or rural areas, and the public service environment is more complex. Unbalanced allocation, unequal supply and low service quality of public service facilities are common phenomena in this area. Taking Yulin Town in Hohhot City, Inner Mongolia Autonomous Region as an example, the medical and health facilities which provides service for this area are taken as the research objects. From the perspective of residents, based on field survey, questionnaire survey and GIS spatial analysis The medical and health facilities evaluation system is constructed by analytic hierarchy process, with the indicators of infrastructure construction, facility scale, service capacity and external environment. The relevant factors that affect the medical and health services is analyzed and suggestions on the differential allocation and security mechanism of medical and health facilities in the urban fringe are made to meet the residents' needs.
