Abstract:
With the municipal land space master plannings being approved one after another, it is urgent to explore and clarify whether the existing regulatory detailed planning is effective and how to optimize its compilation techniques and implementation management. This article proposes an evaluation technical framework of 'one map, three evaluations, and two suggestions' by sorting out past regulatory detailed planning evaluation issues and current work requirements of various provinces. Furthermore, based on the practice in Tonglu County, Hangzhou City, Zhejiang Province, this article analyzes the implementation, rationality, and adaptability issues of the existing regulatory detailed planning at the county level and proposes optimization paths for the compilation and management of urban detailed planning from three aspects: clarifying planning transmission requirements, refining compilation level classification, and exploring flexible control mechanisms.
