Abstract:
The overall framework of the territorial spatial planning system, characterized by 'five levels, three categories, and four systems', has been established, urgently necessitating the acceleration of the construction and exploration of territorial spatial planning systems at the city and county levels. Drawing upon the practice in Hefei City, Anhui Province, this article analyzes the challenges faced by territorial spatial planning in the new era, and posits that the cornerstone of constructing Hefei's territorial spatial planning system lies in emphasizing its systematic integration. It highlights the collaboration among the three chains of time, space, and feedback, and emphasizes practicality, focusing on the end-to-end management encompassing planning, implementation, and supervision. The fundamental approach revolves around constructing a planning coordination system through the synergetic operation of these three chains. Furthermore, it aims to coordinate project initiation through platform development, optimize project approval processes, and enhance project implementability. By fortifying the technical standard system through institutional guarantees, and formulating rules for planning maintenance and operation, this article endeavors to serve as a reference for the construction of territorial spatial planning systems in other cities.
