Abstract: Currently, with the in-depth advancement of the rural revitalization strategy and the comprehensive construction of the national spatial planning system, practical village planning serves as an important lever to improve national spatial governance. The current establishment work is in a critical period of breakthrough and enhancement. Identifying issues such as low planning quality and ineffectiveness, and optimizing and expanding the research and analysis framework have become important prerequisites for a new round of high-quality planning. The article adopts a perspective that combines the promotion of top-down government work and the bottomup implementation feedback from villagers. Based on an investigation of the current status of village planning in typical prefectures and cities in northern Shaanxi, southern Shaanxi, and the Guanzhong region, it clarifies the basic connotation of practical village planning. It constructs a logical system for planning from the three aspects of thinking and understanding, the compilation process, system, and mechanism. It also systematically analyzes prominent problems in the progress of the work, summarizes the mature experiences of pioneering provinces, and focuses on the new period, new connotations, and new requirements. It proposes optimization strategies for practical village planning with‘three focuses and five persistences’, aiming to provide a reference for provinces to carry out village planning work.
