Abstract:
The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China first proposed the ‘rural construction action', making rural construction a key task for the comprehensive promotion of rural revitalization during the ‘14th Five-Year Plan' period. Carrying out a problem-oriented rural construction evaluation action with ‘county-town-village' as an integrated evaluation unit is a critical support to ensure the orderly promotion of rural construction under scientific guidance. This article establishes an evaluation idea of ‘promoting construction through evaluation', condenses evaluation indicators based on the principles of guidance, dynamics, suitability, and operability, and constructs a rural construction evaluation system. The entropy weight TOPSIS method is used to refine the rural construction evaluation results of 12 counties in the three provinces of Northeast China in 2022 and 2023. Taking the evaluation year as the benchmark and the national average level as a reference, this article comparatively analyzes the current achievements of rural housing construction, public service resources, and human settlement environments in Northeast China, and examines issues such as the poor functional quality of rural houses, weak supporting infrastructure construction, and inefficient village governance. Based on this, the article explores the work goals of carrying out higher-quality rural construction in the new era, and proposes corresponding strategies from three aspects: improving the quality and construction management of rural houses, improving infrastructure and supporting services, and optimizing village governance and villagers' joint construction, aiming to effectively promote comprehensive rural revitalization.
