Abstract:
The Communist Party of China and the state attach great importance to rural construction as an important task and vehicle for implementing the rural revitalization strategy. Under China's current working system of coordinating urban and rural construction through planning, rural construction evaluation serves as a vital policy tool for local governments to generate and implement rural construction projects. Rural construction evaluation has established a path of ‘evaluation for construction' by creating an evaluation system, accurately identifying problems, and solving them comprehensively. It provides a basis for local governments to scientifically and reasonably prepare plans, formulate construction goals and work programs, and allocate funds rationally. It promotes the formation of a closed loop of ‘planning coordination - project promotion - assessment and evaluation', thereby advancing the implementation of rural revitalization. Based on the national rural construction evaluation practice since 2020, this paper analyzes the design thinking and logical framework of this evaluation, and summarizes how rural construction evaluation can foster the development of the ‘evaluation for construction' rural construction path. Drawing on the practical case of Song County, Luoyang City, Henan Province, which effectively improved rural sewage management through rural construction evaluation, this paper offers policy recommendations on how local governments can utilize evaluation to drive rural construction and rural revitalization.
