基于碳排放、碳汇的县域城镇体系优化——以广西全州县为例

Optimization of County Town System Based on Carbon Emission and Carbon Sequestration: A Case Study of Quanzhou County, Guangxi

  • 摘要: “双碳”目标的提出开启了广泛深刻的变革,国土空间规划应积极响应落实低碳发展。其中,作为发展框架的城镇体系是协同低碳发展的有效抓手,而作为基本单元的县域城镇体系能够最为直接、有效地协同低碳发展。研究以广西壮族自治区桂林市全州县为例,探究乡镇碳排放量、碳汇量核算方法,分析县域碳排放、碳汇特征,进而按照“碳功能分类—碳功能定位—产业引导”的思路进行县域城镇体系优化,以期推动国土空间规划落实低碳发展,助力“双碳”目标的实现。

     

    Abstract: The proposal of the ‘dual carbon’ goal has initiated extensive and profound changes, and the spatial planning of national land should implement low-carbon development to respond positively. Among it, the urban system as the development framework is an effective starting point for coordinated low-carbon development, while the county urban system as the basic unit can most directly and effectively coordinate low-carbon development. Taking Quanzhou County, Guilin City, Guangxi Zhuang Autonomous Region as an example, this study explores the accounting methods of township carbon emissions and carbon sequestrations, analyzes the characteristics of county carbon emission and carbon sequestration, and then optimizes the county urban system according to the idea of ‘carbon function classification-carbon function positioning-industrial guidance’, so as to promote the implementation of low-carbon development in the spatial planning of national land and help realize the ‘dual carbon’ goal.
