Abstract:
Industrial development is the core of rural revitalization, providing the material basis and essential arena of economic activity. From the perspective of industrial chain theory, this paper breaks down the practice of rural industrial revitalization into three dimensions of action, including organizational cooperation, value creation, and spatial pattern establishing. The Hengcun Town's (in Tonglu, Zhejiang) efforts on developing its Fenglian Common Prosperity Demonstration Zone is taken as an example in this paper to explore the challenges and coping strategies of rural industry revitalization in practice. The study finds that there are three key challenges for rural revitalization in practices:collaboration between entities lacks leadership and orientation, industrial development lacks platform, and supporting infrastructures are insufficient. The response strategies of the Hengcun Town are:(1) regarding the organizational collaboration, it establishes a party-led partnerships for common prosperity as the key local actor, attracts the country elites back to the villages, and trains local talents to lead local industrial development; (2) regarding value creation, it has built a supply chain and industrial base, integrate primary, secondary and tertiary industries, and develop tourism in the whole region, to expand the roles of local industrials in the value chains; (3) regarding the spatial pattern establishing, it delivered public service to provide a livable and nurturing rural environment for employment and consumer population and families.
