Abstract: In the current new tourism development pattern with domestic circulation being the mainstay and the two circulations reinforcing each other, the rural homestay has achieved rapid development. Studying the experience of rural homestay in Japan and Taiwan (Province of China), this paper combs the supporting policies in various parts of China, and finds that there are still many deficiencies. Based on production factors and operation process, this paper constructs a supporting policy system for rural homestay from six aspects:land and housing, financial support, talent security system, business license supervision, Industrial cooperation agglomeration, product quality supervision, and puts forward corresponding policy suggestions on the current problems in the industry.
