Abstract: In the context of the implementation of the national rural revitalization strategy, the urban-rural integration development of China is entering a new stage. To explore how to respond to the policy requirements of the new development stage and implement the concept of urban-rural integration in the formulation of spatial planning, this paper reviews the evolution of the concept of urban-rural integration policy, considers the key contents and technical logic of urban-rural integration planning. And it takes Gaoyang County in Hebei Province as an example, aiming at its local economic development characteristics of ‘small group, large scale’, fully respecting the diverse values and development demands of rural area, and proposes a ‘progressive’ urban-rural integration space optimization planning.
