“新经济流”视角下小城镇空间演化及开发边界划定初探

Research on the Spatial Evolution and Development Boundary Delimitation of Small Towns from the Perspective of ‘New Economic Flow’

  • 摘要: 小城镇空间是小城镇功能组织在镇村地域空间系列上的投影,其空间开发边界划定既要坚持正确的价值传导,也需顺应小城镇空间演化的客观规律。“新经济流”发展过程中的去中心化、扁平化、网络化特征影响着小城镇空间演化规律,重构着空间开发边界、空间结构层次及空间功能组织。本研究试图从互联网“新经济流”要素特征、内源性动力为契入点,以小城镇为研究空间单元,构建“新经济流”与小城镇发展、空间演变规律、空间增长分化转移的内在关系逻辑框架,并以湖北省襄阳市宜城市小河镇为实证案例,提出“新经济流”作用下小城镇开发边界的划定逻辑框架及方法:基于多情景模拟的小城镇“城镇”空间开发边界划定方法和基于约束与增长双向影响的“三生”空间开发边界划定方法,期冀为镇级国土空间规划开发边界的划定提供新的视角。

     

    Abstract: The small town space is the projection of the small town function organization on the town village regional space series, thus the delimitation of the space development boundary should not only adhere to the correct value transmission, but also conform to the objective laws of the spatial evolution. The characteristics of decentralization, flattening and networking in the development process of ‘new economic flow’ affect the law of spatial evolution of small towns, and reconstruct spatial development boundaries, spatial structure levels, and spatial functional organization. This research attempts to start from the characteristics of the elements and endogenous power of the Internet's ‘new economic flow’, and takes small towns as the research space unit to construct the internal logical framework between the ‘new economic flow’ and the development of small towns, the laws of spatial evolution, and the differentiation and transfer of spatial growth. Based on the logical framework of internal relations, and taking Xiaohe Town as an empirical case, the logical framework and method of delimiting the development boundary of small towns under the action of ‘new economic flow’ are proposed:the town space development boundary based on multi-scenario simulation, and the ‘productive-ecological-life’ space development boundary based on the two-way influence of constraints and growth, in order to provide a new perspective for the delimitation of the development boundary of town-level territorial spatial planning.
