Abstract: By analyzing the new pattern of territorial space development and protection in the new stage of national development with a systematic concept, this paper puts forward a new classification framework for county development and construction, and further summarizes different development objectives and contents in three areas, including the county urban-rural integration and high-quality development in urbanized areas, the county overall planning and the construction of county as the carrier in main agricultural production areas, as well as the establishment of county protection compensation and transfer payment mechanism in ecological functional areas. Then, this paper draws and proposes the distribution and quantity map of the national district and county units in the ‘three zones’ of the new pattern of territorial space, in order to provide a reference for relevant research.
