Abstract: This paper builds an analytical framework of ‘policy subject-policy theme’, with applying the methods of bibliometrics, social network and policy content analysis path, and summarizing 220 policies on rural infrastructure at the national level from 1949 to 2019. The following conclusions are drawn:the intensity of rural infrastructure policies has grown steadily, and the policy subjects present a ‘core-center-edge’ structure. Furthermore, the policy theme has experienced the change from ‘production-development-environmental protection’. And then, we look forward to the trend of rural infrastructure policy in China.
