Abstract:
The countryside around big cities is one of the areas where urban and rural resource elements always flow uni-directionally. Due to urbanization development thinking, a series of problems have gradually appeared in rural areas, such as ecological destruction, population emigration, facility insufficiency, lack of features of the landscape, implementation and management inadequacy, and etc. Laian County, in Chuzhou City, Anhui Province, located at the core area of Nanjing Metropolitan Region, is a typical case that has greatly benefited from the urbanization process. By leading rational aggregation with ecological concerns, simulating urban-rural system structure with real expectation, improving the layout of facilities with actual needs, and guiding villages with potential estimation, Laian County produced county-scale rural construction planning for implementation. According to the evaluation of the construction planning in the past five years, it is found that the planning proceeded smoothly in the fields that led by the government. However, to encourage the market-determined projects, like local industries and relocation for urbanization, a clearer understanding of the responsibility division between the government and the market is necessary in the rural construction plan. By setting the construction goals that combines rigidity and flexibility, the implementation of planned projects can be promoted scientifically.
