Abstract: Comprehensive land consolidation has become the comprehensive platform and the important grasp of our country to promote the ecological civilization construction, urban and rural integration, and rural revitalization as a whole. Based on the compilation and development of comprehensive land consolidation in southwest China, this paper takes a case study of typical southwest towns Xijiang Town, and uses the methods of literature research and comparative analysis to explore the model of ‘comprehensive land consolidation in tourism area’, and puts forward the following three conclusions. First, comprehensive land consolidation can lay a solid foundation for the territorial spatial master planning compilation, and become an important grasp of its implementation. Second, combining the overall planning of urban and rural planning with the implementation of territorial spatial planning can effectively and scientifically guide land comprehensive consolidation, construction of various projects, and implementation steps and timing. Third, we should objectively grasp the regional characteristics of various regions of our country, the law of rural development and evolution, actively explore the ‘comprehensive land consolidation+’ model with different regional characteristics, enrich the theoretical framework and connotation of land consolidation in China, enhance the operability of land consolidation projects, and promote the implementation of rural revitalization strategy.
