Abstract:
The ‘reduction’ of urban and rural construction land runs through the evolution from land consolidation to comprehensive land consolidation. The ecological civilization emphasizes reduction, closed loop, and harmony, and further highlights the importance of ‘reduction’. In the practice of territorial spatial planning in Wuqing District, Tianjin City, comprehensive land consolidation planning is an important special planning. In order to achieve the optimization of urban, agricultural, and ecological spatial patterns and the goal of ‘reduction’, it promotes the retreat of scattered industries, vacant and fragmented residential areas and low-efficiency land in agriculture and ecological areas. In addition, the ‘four-step reduction’ path has been explored, that is, combing the base, determining the target, clarifying the pattern, and formulating the measures.
