Abstract:
In December 2019, the Ministry of Natural Resources issued the ‘Notification of the Ministry of Natural Resources on the Pilot Project on Comprehensive Land Consolidation in the Whole Region’. Then local governments began the comprehensive land consolidation pilot work. However, due to the lack of guidance of unified concept and methodology, and the lack of consideration on the disturbance of local natural and human factors, a series of problems have emerged. In this paper, through the research on the development process and related methods of comprehensive land consolidation, the current situation of comprehensive land consolidation at this stage is clarified. Combined with the new requirements of the new era, the concept of ‘low impact development’ is introduced into the comprehensive land consolidation. Through expounding the concept foundation and expanding connotation of ‘low impact development’, the coupling relationship between ‘low impact development’ and comprehensive land consolidation is analyzed. Combined with the practical experience of various regions, the application method of ‘low impact development’ concept in ecological, agricultural and urban space consolidation is explored, so as to make the concept of ‘low impact development’ run through the consolidation project and to enhance the implementation effects of comprehensive land consolidation.
