Abstract:
Due to the strict constraint of ecological function and weak development foundation, the undeveloped eco-functional region faces the challenge of urbanization mode transition as it can't follow the traditional urbanization mode led by industrialization. This article proposed a potential way of flexible urbanization mode for this type of region by taking Jinghong as a case. The flexible urbanization mode suggests for the multiplefunction and diversified economic development of rural areas based on the distinctive rural resources to provide non-agricultural employments of rural people, which aims to improve localized non-agricultural development of rural areas to promote rural urbanization. Based on this, this article firstly evaluated the ecological, agricultural and nonagricultural resources of rural Jinghong to identify different functions of rural spaces. Secondly, based on these different functions, it divided rural areas into three regions and eight types of sub-regions. It then provided different urbanization policies for these three regions and developed different industrial development guidance for the eight types of sub-regions. Finally, some suggestions were made to support urbanization and industrial development from the perspectives of policy-making and infrastructure system improvement.
