Abstract: Emperor mausoleum plays an extremely important role in the process of urban renewal in view of its special heritage attributes. But at the same time, the contradiction between the protection and development of the mausoleum areas and the adjustment and renewal of the regional space has become increasingly prominent. This paper introduces the symbiotic relationship through relevant literature research and summary, and puts forward the construction strategy of ‘urban symbiosis’. Taking the Huangdi Mausoleum on the top of the bridge mountain in Huangling County as an example, based on the symbiosis relationship, it carries out in-depth research from the aspects of cultural heritage type, current situation and the complex coupling relationship between Huangling County and the Huangdi Mausoleum in the development process, and proposed the symbiosis strategy of "using the mausoleum to support the county, using the legacy to reshape the mausoleum, and the city and tombs in harmony". The symbiosis strategy of "integration" is intended to provide ideas and technical reference for the protection of cultural heritage and regional development of counties in China.
