Abstract: The publication of "Several Opinions on Establishing Territorial Spatial Planning System and Supervising its Implementation" is a milestone of the establishment of territorial spatial planning system with multiple planning integration. Guided by the requirements of the rural vitalization strategy, this paper analyzed the problems in village planning of Shandong on the basis of village planning practice, and proposed new requirements of village planning within the territorial spatial planning system. In the stage of urban-rural integrated development, combing rules of the "Villages Planning Guidelines in Shandong Province (draft)", village planning should be integrated into the territorial spatial planning system, and deployed from six aspects of location and layout, land consolidation, industry guidance, facilities supporting, characteristic development and rural governance. Key points of village planning are generalized to provide ideas and reference to all villages planning.
