Abstract: With the rapid development of urbanization, China's urban construction has made remarkable achievements. Since the 18th National Congress, China's urbanization has changed from speed type to quality type, and more attention has been paid to "people-oriented" to effectively solve the difficult problems of urbanization. In recent years, some counties in China paid attention to the development and construction of new cities while ignoring the renewal of old cities during the process of rapid construction, which gradually forms a lot of shantytowns. It has become an inevitable choice for county urban construction to adapt to the development requirements of the new era and improve the quality of urbanization, where shantytown renewal and transformation will become a key area of county urban construction in China. Since 2008, great achievements have been made in the renewal of shantytowns in China, but at present, it is faced with the bottleneck, where the way to combine the present situation of the city, formulate scientific, reasonable and operational transformation strategy, is the challenge of shantytown renewal in county urban areas. Based on the planning practice of shantytown renewal in Wulan town of Etoke Banner, this paper focuses on the common modes and the difficulties encountered in the work of shantytown renewal, and puts forward the gradual renewal and transformation mode in county urban areas, hoping that it can provide reference for shantytown renewal in other similar areas.
