Abstract: Currently, rural areas in China have already stepped into a key stage of the transformation development. The traditional "top-down" establishment is aimed at the ultimate blueprint for the villages, lacking of overall considerations of village development motivation and planning implementation mechanism, which cannot solve problems caused by rapid urbanization and urban and rural disparities, such as rural hollowing, industrial declining, environment damage, etc. In this paper, taking Bashanzhai Village in Wuhan City, Hubei Province as an example, a new planning system of "impression + plan + action + agenda" was innovatively proposed in accordance with the current situation and development characteristics of the village. The key issues of village development can be clarified by "Bashan Impression"; the will of the villagers and the definition of the village development path can be unified by "Bashan Plan"; the division of responsibilities and the action plan can be formulated with the guidance of the "Bashan Action"; and a code of conduct shall be agreed and a long-term management system can be formed under the "Bashan Agenda", so as to provide new ideas for village planning that meets the needs of farmers' production and lifestyle and promotes village revitalization.
