Abstract: The implementation of the characteristic pastoral countryside construction policy demands more effective public participation and technical support. Crowdsourcing model has been widely used in the business field, and can also be introduced into the construction practice of characteristic pastoral countryside.Based on Internet technology and rural resource endowment and social culture, the crowdsourcing mode sets up a project outsourcing platform to link various subjects, which promotes the positive interaction between local government, capital, local elites and peasants. The crowdsourcing platform includes rural governance tasks, attaches importance to the process management of the subcontractors' the motivations and behaviors, optimizes the policy environment for rural entrepreneurship, and finally improves the operating capacity of the subcontractors and the performance of project implementation. Crowdsourcing mode is not only a market service platform, but also a means to optimize rural governance. Its successful operation depends on a deep understanding of the rural natural endowment, industry bases and the mores pattern.
