Abstract: This article takes typical samples of counties and districts from the eastern, central and western parts of China, and conducts survey and research on village and town construction based on overall county planning. It sums up the main practices in village and town construction based on overall county planning, including attaching importance to top design, allocating resources in the whole plan of counties, rural and urban factors integration, optimizing village and town layout featuring different types based on overall planning, strengtheing investments in rural living environment construction, as well as working jointly where encouraging villagers and the society to participate. On such basis, the article sums up major experiences and practices in village and town construction based on overall county planning, from the perspective of positioning the major work instruments, establishing coordination organization, expanding capital channels, establishing long-term mechanism and evaluation mechanism. At last, the article researches the basic conclusions that industrial development is the fundamental driving force for rural construation, maitaining eco-system and infrastructure construction is the important basis, pilot and demonstration work is the effective instrument and establishing long-term investment and management mechanism is the important guarantee.
