集体经营性建设用地入市中的全域统筹研究——以北京市大兴区西红门镇为例

Study on the Global Coordination of the Marketization of Profitable Collective Constructive Land: Taking Xihongmen Town, Daxing District, Beijing as an Example

  • 摘要: 2019年8月26日《中华人民共和国土地管理法》修改案正式通过,并将于2020年1月1日在全国实行,此次修改为集体经营性建设用地入市提供了法律支撑,预示着集体经营性建设用地入市将在全国范围内展开。本文以全域统筹为视角,探讨北京市大兴区西红门镇作为集体经营性建设用地入市试点在探索中的实践经验。分别从全域统筹中全空间规划、全要素统筹、全机制协调三个层次来分析西红门镇在入市探索中的实际操作,并对西红门镇集体经营性建设用地入市的进一步开展提出了一些建议。

     

    Abstract: On August 26th, 2019, the amendment of "Land Administration Law of the PRC" was formally passed and will be implemented nationwide on January 1st, 2020. This amendment clears the legal support to the marketization of profitable collective constructive land, and indicates that the marketization will be launched nationwide. From the perspective of global thinking, this paper explores the practical experience of Xihongmen Town, Daxing District, Beijing, as a pilot project of the marketization of profitable collective constructive land, and analyzes the actual operation of Xihongmen Town in the exploration from three levels of total space planning, total factor planning and whole-mechanism coordination in the global thinking. Meanwhile, some suggestions for further development of the marketization of profitable collective constructive Land in Xihongmen Town are put forward.
