Abstract: Winning the battle against poverty alleviation with resolution is regarded as an important goal proposed in the Report of the 19th National Congress of the CPC. It also plays an important part in promoting the security and improving the level of people's livelihood, as well as strengthening and innovating social governance. Because of geographical restrictions and inconvenient transportation, "three districts and three prefectures" have been known as the poorest areas in China, where there exist lag of economic development and unguaranteed quality of life, especially in rural areas. According to the requirements for poverty alleviation in particularly poor area of the "three districts and three prefectures" specified by the Party and the country, this paper proposes the targeted poverty alleviation model with the participation of multiple subjects under the guidance of the model, alleviating poverty through tourism, for Cileng Village in Gongshan County, Nujiang Prefecture based on the survey conducted on local resources by summarizing the successful experience of "targeted poverty alleviation" mode in other regions. Then they are conducted by taking the research on the documents related to "targeted poverty alleviation" "regulation on rural residential environment" and "rural revitalization" and so on issued by Yunnan Province into account. It is actually aimed at striving to realize the poverty alleviation for the entire village in 2020 and laid good foundation for the revitalization of the country.
