Abstract:
The legal basis for rural planning includes two parts: the legal system in the field of urban and rural planning and the legal system outside the field of urban and rural planning. The systems established by these regulations involve urban and rural planning management system, villager autonomy system, urban land state ownership system, rural land collective ownership system. There are problems among these systems in the process of rural planning management and implementation. The article systematically sorted out the legal basis for rural planning, summarized the institutional issues of rural planning management and implementation, and put forward coping strategies.
